The 22-year-old moves for a reported £9.5m after enjoying a breakout season last term with 34 appearances as NEC secured an eighth place finish in the Eredivisie.
He has signed a five-year contract on Wearside and will immediately replace promotion-winning stopper Anthony Patterson, who is sidelined by injury.
The Black Cats kick off their top flight campaign at home to West Ham on 16 August.
