Simons will become the latest attacking addition for the Blues, following the arrivals of Liam Delap, Joao Pedro and Jamie Gittens during the current window.
Fabrizio Romano is reporting that negotiations with Leipzig are at an advanced stage. Talks have also progressed positively regarding personal terms.
Leipzig are understood to be seeking a fee of around €70m (£61.1m) for the 22-year-old, who impressed individually despite a difficult 2024/25 campaign for the German side.
Simons scored 10 goals and provided seven assists in 25 Bundesliga starts last season. The previous year saw Simons included in the division’s Team of the Year.
Leipzig are prepared to sanction his sale after missing out on European football for next season.
