Freiburg are said to want more than €20 million ($23.3 million) for the 27-year-old who has a contract until 2027. Frankfurt are said to have so far offered €15 million and €18 million.
Frankfurt are aiming to bolster their forward line after a €90 million move of Hugo Ekitiké to Liverpool. They have already signed Germany forward Jonathan Burkardt from Mainz.
"In the end it is about whether a transfer is possible. It is about the situation on the market. We are looking at the market and will see what we can do," coach Dino Toppmöller said at their pre-season camp in the United States.
