Kohen Olischefski put Devils ahead inside the opening there minutes but goals in the second period from Brandon Cutler and Nick Welsh put Storm into a 2-1 lead.
Brandon Estes levelled for the hosts before Riley Brandt restored Cardiff's lead but within two minutes Stephen Johnson levelled once more, a goal which was allowed to stand following a video review.
Devils scored three out of five in the shootout with Storm only converting two of theirs.
