The 25-year-old prevailed in the sports journalists' vote ahead of swimmer Florian Wellbrock and cyclist Florian Lipowitz.
Neugebauer earned 2,343 points in the vote and was honoured at the gala at the Kurhaus in Baden-Baden.
One year after Olympic silver in Paris, Neugebauer capped his sporting career to date with world championship gold in Tokyo.
He follows in the footsteps of Niklas Kaul, who also won world championship gold in 2019 and a few months later was voted Sportsman of the Year.
Swimmer Wellbrock won four open water gold medals at the swimming world championships in Singapore and received 1,377 points in the vote.
Cyclist Lipowitz, who finished the Tour de France in third place behind Slovenia's Tadej Pogacar and Denmark's Jonas Vingegaard, came third in the voting.
The women's and team results will be announced later. Separately, Bayern Munich striker Harry Kane was named football personality of the year in Germany by Kicker magazine on Sunday.
