At Old Trafford on Monday, Amorim's side led three times before getting pegged back to an eventual 4-4 draw by Bournemouth.
Young defenders Ayden Heaven and Leny Yoro formed a back three alongside Luke Shaw, the latest iteration in defence following injuries to Harry Maguire and Matthijs de Ligt.
Brown believes that the team are being held back by their limited squad depth.
"I wouldn't have had Heaven in the centre of that [back three against Bournemouth]," Brown told BBC Radio Manchester's The Devils' Advocate podcast. "I really like him - he's a great young talent for sure - but I would have Luke Shaw in there.
"From the looks of it, the manager likes having a left-footer on the left-hand side and a right-footer on the right.
"But we're playing at the top level here. For me, those players should be able to play along any of the positions in the back three."
Amorim has faced criticism at times this season for United's inconsistent form, but Brown thinks the problem lies not with the manager's plan, but the execution.
"Change is needed," Brown said. "I really like the manager, I really like the way he goes about himself, and the formation he plays.
"If you've got the right players to go out there and deliver, it's hard to be broken down. I just don't think they've got the right players in there in terms of having someone in there who knows a little bit.
"United are missing out on a little bit of experience."
